it's also the dew point. Texas has very low humidity compared to the UK and Ireland. So your sweat can cool you down. Here the humidity is so high that your sweat can't evaporate as easily so your body can't regulate its temperature.

also, buildings are built to keep heat in, not all shops, workplaces or Homes have ac so there's no escape from the heat, it's just constant, and we're an island with high humidity.
