Each city invests in infrastructure upgrades that was probably needed to be done anyway. The city would continue to benefit from this after the matches are over. 10-20% returns during the period of FIFA doesn’t seem like a lot but in my opinion this is a fair amount in such a short space of time, plus the investment will continue to compound. The residents now have an improved environment which could benefit the financial market is several ways +10-20% upfront gain + compounding profits.
