Pool guy here. Scrub with wire brush, then scrub it with a tab then scrub again with wire brush. Thats black algae and it has roots!

I’m a CPO and manage several large pools. You need to shock your pool then add algicide for black mold then scrub your plaster. Black mold has a hard shell that protects it. That why you need to get your chlorine level higher that 5ppm

Hate to be barer of bad news. It’s black algae. It grows in the cracks and crevice of the plaster. I’m guessing the plaster feels like sandpaper the bad news it’s time to replace it.

Black algae is usually caused by putting things in your pool that have been in natural bodies of water. We have separate floats for the pool and boat.

Black algae, no bueno! First drain and acid wash with a professional (do you homework) unfortunately not a 100 guaranteed, may need to be re-plasterd , depending on how many times you’ve had acid washing….from a professional previous pool owner, just my suggestion
