I generally agree, but this time I am going to have to disagree here unless there is a better articulation or more video comes out showing what the cop was seeing/hearing and why the stomp. Unnecessary force is defined as force that is not reasonable. He literally stomped on the guy who APPEARED to be not moving until after the stomp.
