I'm an RF engineer. It was most likely the car with that small antenna. It appears to be a short range omni antenna which means it basically transmit in a 360 degree radius. The reason I can assume it's that one is because of the timing of the interference. It seems to start one car ahead and stop one car behind which is what you would expect from an omni antenna... equal distance in each direction.
