It’s almost as if there is a regulator in the alternator that regulates the power between 13 to 14 as the battery requires.

For those who don't know, this IS normal operation. Immediately after starting, there is so much going on with the electrical system. Recovering charge from the starter draw, you hear cooling fans kick on, the variances in engine speed, even O2 sensor heaters, MAF Hotwire (maybe not, this might be speed density), AC magnetic clutch, all of it affects voltage output. It moved from 13.8 up to 14.3... that's a half a volt variation. This is normal voltage fluctuation.
