A total of 39 police officers in 17 states have been documented using Flock cameras to track spouses, ex-partners, and coworkers, according to an ongoing review of court records and media reports by the Institute for Justice. 11 have been criminally charged. 5 have been convicted or pleaded guilty or no contest. 7 were fired and 6 resigned during or after an investigation. A Washington Post investigation published in August 2026 put the broader number at 50 or more officers nationwide, 46 of them involving Flock. The Institute for Justice count of 39 is narrower because it includes only cases involving a romantic interest. Both groups say the true figure is higher. Nearly all of these cases came to light because a victim filed a complaint or a protective order, not because the department caught it in an audit.
