In addition, the 1994 fiscal reform in China is arguably an even more decisive factor for China’s economic miracle than the 1978 reform, prior to that China’s state capacity is weakened by local regions hoarding the revenue and the Chinese fiscal state is weaker than most Africa countries. After the reform China not only strengthened the central government that allows the undertaking of major projects, but also unleashed incentives for local governments to compete to generate revenues creatively: a core reason why India and Brazil have higher tax than China but failed to generate sufficient revenue.

Just a general thumb of Chinese political economy: leaders who are promoted from local to the center generally represented the interests they cultivated their support. Therefore, the policy preferences of a leader is often determined by the region they governed extensively as the highest ranking party secretary. Therefore, the Jiang Zemin era is seen as pro market and pro coastal development as he was CPC secretary of Shanghai. Hu Jintao era was more interventionist because he was CPC secretary of Tibet. And Xi era is arguably more pro market (despite the constant agitation by the western press this represents the return to communism) simply because export and FDI dependent provinces that’s the source of his power. Politics in China is ultimately determined by logic, not by sentiments.

The Falun Gong adjacent ppl have been weaving narratives together over the years of the geriatric reformist party elders from the Jiang-Hu eras constantly being in a power struggle with Xi & his "faction" but I think if that were true he would've been deposed before he consolidated his power at the 19th Congress. Or they would've picked someone more unremarkable in the first place. I will say these types of "palace intrigue" dramas can be pretty entertaining reads but obviously aren't to be taken seriously considering how many alleged coup attempts Xi has survived at this point.
