Diferente dos engenheiros que queriam desafiar a hidráulica natural, Saturnino provou tecnicamente que o rio jamais deveria ser retificado (endireitado). Seu plano previa a preservação estrita dos meandros (curvas) para desacelerar o fluxo das águas e a criação de dois imensos lagos artificiais na altura de Santana, que funcionariam como piscinões ecológicos. Toda a várzea do rio seria transformada em um imenso bulevar verde de lazer. Nas cheias, a água ocuparia os parques naturalmente, sem afetar a cidade. Contudo, a genialidade de Saturnino esbarrou nos interesses da especulação imobiliária — que desejava retificar o rio para secar as margens, criar lotes quadrados e lucrar com a venda de terras — e no lobby da empresa canadense Light, que precisava alterar o curso das águas para gerar energia. Com a morte de Saturnino em 1929, suas plantas foram engavetadas. Em 1930, o engenheiro Francisco Prestes Maia assumiu a narrativa com o seu "Plano de Avenidas", priorizando o asfalto, o carro e o concreto. O rio foi emparedado, as curvas destruídas e as margens viraram as pistas da Marginal Tietê, selando o destino do rio como um canal de enchentes crônicas e esgoto a céu aberto.
