Add the garlic for 1 minute, then stir in the 3 tablespoons flour and cook 2 minutes. 5. Slowly whisk in the chicken broth until smooth, add the thyme, and bring to a simmer. 6. Return the wings, spoon the gravy over them, cover, and bake 1.5 to 2 hours until fork tender and the meat reaches at least 165 F inside. Rest 5 minutes and serve over rice.
