To be known or outstanding among the apostles does not mean that she was an apostle. Interpreting Paul’s words to imply Junia was an apostle is a stretch, especially when you considers that Paul prescribes that the successors of the apostles (the bishops) exclusively be men. Even the deacons he prescribes should be exclusively male as well. Women can be prophets, teachers, administrators but not apostles, bishops or deacons, Paul is pretty clear on this.
