from someone born in Brazil but has family in the USA, the explanation is simple São Paulo (state) is the finance capital of the country so it's respect to have the higher numbers: more population, the best salaries and more options to live and work. Rio de Janeiro (state or city) is disliked for a lot of reasons: Tourist traps, people trying to take advantage of you and high criminal areas where the government cannot enter, also Rio de Janeiro was the country capital for a while so has a lot of strange nostalgia from it's own people where they think they are the best place in the country so dismissing everyone else. Basically you only go to Rio de Janeiro if you don't know the place, otherwise your best option is São Paulo, anywhere in the state near to the beach areas, and taking a vacation on Ilhabela-SP as it's the best beach city/island in the entire country.
