I think he is not really Machiavellian ,I think the characters are using the term “Machiavellian” a bit loosely, because Machiavelli never wrote in his book “the prince” to be always cold, Pragmatic , instrumental and utilitarian at all, in fact he sometimes criticized such approach because you could risk getting hated , and Machiavelli warned about being hated the most. And oberstein was genuinely constantly detested and hated by other admirals😭.. so I think oberstein is more of a cold utilitarian than true Machiavellian
