You don’t NEED to toe drag, nor do many of the best utilize it. Most young athletes try to toe drag because they’ve seen it in some elite sprinters and assume it’s the cause of speed. That’s the first mistake. Actively dragging the toe doesn’t help you accelerate. Creating friction against the ground outside of true stance doesn’t move you forward faster. The second explanation people give is that a lower heel helps you get the foot back on the ground sooner so you can push. That idea only holds if it emerges naturally from good projection, appropriate shin angles, and efficient swing mechanics. When it’s forced, it usually disrupts timing instead of helping it. What’s important to understand is that low heel recovery and toe drag aren’t the same thing. You can have efficient low heel recovery without dragging the toe at all.
