Jose Melencio Nartatez Jr. "We have a reason to have a valid arrest," Nartatez said, adding that authorities want to prevent troublemakers from disrupting peaceful demonstrators. Nartatez noted that the number of arrests could still increase as police continue to monitor the protests.
