I think there is a list that shows which fish is harmless or not but basically anything small like small crabs, sea horses, small octopuses and stuff are considered harmless animals

on how to play the event in general, I need to say that it's gonna take lots of time, so just be patient. at first try to level up the talents that helps you find high value collectibles, like that you can get more money and level up faster then just put all the effort on leveling up the talents that fishes give you so you can best the bosses (for getting more money try to beat the bosses every time you enter the water zone they actually worth more than other life forms and can help you) then focus on your character attack and health bar but definitely try to get everything leveled up (for bosses you can beat them if you have your talents on 6 if I'm not wrong) also if you catch the boss once and finish the stage the next time you wanna re enter the water zone you can change your talent to whatever you want personally the ones from jellyfish and stingray are the best ones! you can defeat almost all the bosses with them pretty easily if you be careful

The fishing area and souvenir shop is just for getting more money, but don't put your focus on them much just level up the ones that gets you more profit (ignore the ones that shows what collectibles customers like the most just collect as much as purple or gold valuables and you can get more money)

another tip is that rampaged life forms worth more, if you were done with the normal mode and you were kinda close to finishing everything up just try to catch as much rampage fish that you can (bosses are better)
