The Walmarts within a 20 mile radius in my location don't do this. High theft equals locked up items. the alternative is closing the store.

You know something crazy. I live by a Walmart by the hood and they don't even answer the phone. They tell their employees answering the phone is not a priority. But neither is there customer service when you are actually there.
