At the time of the request, the OVP had yet to submit a Physical and Financial Plan, breakdown, or computation detailing the intended use of the funds. Ortonio said the OVP prepared the plan only on September 16, 2022, after the DBM requested additional documents. De Lima highlighted the prosecution’s argument that the amount was determined first, followed by the spending plan. The defense, meanwhile, maintained that the confidential funds went through the government’s legal budget process and were approved by the Office of the President.
