This is pretty much true with the small asterisk of Herzl viewing it as a cultural homeland, which would drive support, but didn’t care much about the land itself beyond that. It’s very likely he would have been just as happy with any other moderately survivable plot of land. Argentina was pretty high on the list as well. Unfortunately, the Holocaust sort of destroyed any recognizable form of Bundism, which left us with a strong Zionist base with little opposition.
