You almost had the right point. Note the number of cases in St. Louis. Where do you think all of those petition? Signatures came from Kansas City and St. Louis. The rest of the state does not vote or care about what St. Louis in Kansas City cares about.

there is another under represented population being affected by budget cuts. People with developmental disabilities, which are served by the department of mental health, have had services cut. it looks like they are aiming for more institutions like before
