scooters and bikes are supposed to stop at the curb, get off and walk across..... a cross walk isn't a right of way to just blow through, it is still the pedestrians duty to make sure it's clear

Both vehicles. Man in the truck didn’t have a stop sign and the other vehicle didn’t years nor was he going the right way.

The scooter is at fault. No only were the not in the crosswalk, they were either illegally using the scooter on a sidewalk or they were in the shoulder going the wrong way.

Truck legally has to stop at the white bar to check for pedestrians before they pull into the crosswalk, truck did not.

Scooters’s fault wrong side of the road, not obeyed sidewalk rules, not stopping before cross. Drive is making a right hand. Turn doesn’t have to really pay attention much what comes from his right when turning into traffic.
