ExxonMobil CEO Darren Woods and Chevron CEO Mike Wirth have stated the Trump administration’s rhetoric about tapping into and ramping up Venezuelan oil production is not possible. Woods said Venezuela had a huge resource potential, but he described the country as effectively “uninvestable” without major changes to its legal, fiscal and political environment. He said Exxon would need stability, security guarantees and confidence that its investments would be protected. Both stated the realistic picture is $50 billion just to repair the current existing infrastructure in Venezuela, and potentially $150–$250+ billion and 10–15 years to build the industry to ~3 million barrels/day production.

Venezuela Oil has 5 times the sulphur and impurities versus Alberta oil. It requires more passes through cracking & upgraders to become a usable product. The processing cost for Venezuelan oil is twice as high as Alberta oil.

Most of Venezuela's massive oil reserves are extra-heavy, thick, and high in sulfur and metals, making it some of the most difficult and expensive crude in the world to refine.  Why Venezuelan Oil is Hard to Refine Heavy and Viscous: Most reserves in the Orinoco Belt are like thick tar or molasses, requiring special processing, heating, and blending with lighter oils just to move it.  High Sulfur and Metals: It is classified as "sour" crude containing heavy amounts of sulfur and metals like vanadium, which can ruin standard refinery equipment.  Complex Processing Needs: Standard refineries cannot handle it easily. It requires specialized, expensive facilities equipped with "coker" units to break down the heavy molecules.  High Emissions: Refining this extra-heavy crude uses a lot of energy, resulting in a much higher carbon footprint than lighter, sweeter global benchmarks.
