im a dog lover so I hate seeing that, but the dog was attacking him and the owners have 0 control so that is the owners fault not the cops

few things wrong there on both sides. dog should be under control if thats its reaction to someone on the street. the cop looking for an aggressive dog should be prepared with a non lethal weapon and a shield or even animal control. the dog was coming at him though and fear probably playing a part.
