The song was penned by Rick Nowels and Ellen Shipley, the primary creative engine behind Carlisle's solo career. Producer Rick Nowels drew inspiration from Mike & The Mechanics' 1985 hit "Silent Running (On Dangerous Ground)" for the swirling, hypnotic synth foundation. To ground the track in timeless pop history, the duo also modeled the beach-romance imagery after classic 1960s girl-group records, specifically Over the years, fan communities often attributed a hidden "witchy" or Wiccan subtext to the lyrics ("Circle in the sand, round and round / Rising of the moon as the sun goes down"). While Carlisle revealed in her 2010 memoir Lips Unsealed that she experimented briefly with folk magic and esoteric rituals during her youth, Shipley and Nowels maintained that the lyric was strictly designed as an allegory for eternal, cyclic love—the idea that love, like a circle drawn near the tide, remains unbroken even when washed away by time. Directed by Peter Care, the accompanying music video was shot along the cold coastline of Half Moon Bay, California. Care avoided standard 1980s performance setups, instead opting for a video collage concept: projection screens and physical sheets of paper printed with wave patterns were hung on clotheslines along the beach, physically blending Carlisle’s performance with natural elements.
