Cook stirring often until fat has rendered and sausage has browned, about 4 minutes. Add bell pepper, poblano pepper, and light parts of green onions and cook for 3 minutes. Add tortellini, Cajun seasoning, and garlic powder and cook for 1 minute, stirring constantly, until well combined. Add water and cream and bring mixture to a simmer, stirring occasionally. Simmer until thickened, 4 to 5 minutes. Stir in Parmesan cheese, cook for 1 minute, and remove from heat.
