Eritrea’s Highland Project: Two Thefts and the 1997 Constitution Eritrea’s multi-ethnic revolution was captured twice. Isaias Afwerki diverted the first. The Agazian Movement is set to divert the second. Isaias is not publicly pro-Israel (embassy downgraded, closer to Iran). Tactical while holding the multi-ethnic state. Managed tension with Abiy preserves space.
