Professional summary is not needed to be honest because it weakens the CV because the recruiters have 6-8 seconds to scan through the CV. It can also weaken the CV. So it should start with education then experience and then relevant skillsets and IT skillsets and language. I agree 100% with you regarding the impact you made in the work in the work experience. The CV should be consistent with the language and format.
