This is fake. I've had an inspector break a seal. What they do is provide you with another and a document verifying the previous seal was intact. As long as the number on the document and the new seal match you should be fine.

A certified inspector can cut the seal and inspect the load. He only has to replace it and put the new seal number in his DOT report.

Law enforcement will cut any seal they want and then replace it when they are done. Anything moving that needs to be secured and can't be opened, has an escort. I drove for decades. Drivers have no rights to privacy.

while this video looks fake, cops do sometimes do this, one story i heard from my dad who works in the airforce is that a cop tried todo this exact thing but was lucky enough to not have broken the seal because if he had the guard personal that was following the truck a mile back would have had legal right to unalive said cop, but because he didnt break the seal, he was only arrested and sentenced to prison for interfering with a confidential military shipment

In over 20 years in the industry I've only seen 1 seal that absolutely could not be broken, and that had very thorough paperwork from the US department of defense backing it up. Otherwise, they're cutting the seal. They will usually note it and replace it with a new one. A cosignee might grumble about it, but they'll take the freight.
