Would it have been possible for Ukraine to have even maintained the nuclear arsenal though? From my understanding, the codes were all in Moscow, and a nuclear program was prohibitively expensive for the cash strapped Ukraine that gave it up in exchange for western economic aid

I was there for the Orange Revolution. I don't remember much, as I was an infant, but my family was staying in Lviv doing missionary work with a local church. Growing up, my parents would often tell me stories of the large protests and how we went to Kyiv with members of the church to protest alongside them, and how I'd waved a little orange ribbon around that someone had handed to me, and chanted slogans in Ukrainian as best I could. I still have that ribbon lying around somewhere, I think... needless to say, my feelings about the event are somewhat complicated 😅

I disagree with you on one specific point: the nuclear weapons weren't Ukrainian. Even though they were on their territory, they didn't have control over them. And if they hadn't returned the nuclear weapons to Russia, sold some of their bombers, and dismantled the rest, they wouldn't exist today, Russia would have had the justification to invade Ukraine, unless the Ukrainians themselves seized power and transfer of the weapons to Moscow it would have been a svo But with virtually no Ukrainian resistance, plus a possible referendum unifying Ukraine and Russia.
