a flood is normal in a drought since the soil isnt able to soak up water cause its been baked soild. so then if you get a heavy rain. it will flash flood but not fix the drought itself.

It happened quiet a few times in Morocco, a flood was declared for 7 years even though there was massive rain fall in some parts and floods, yet even though it did rain that much in some parts it was still declared a drought, that was until the beginning of this year where practically all of Morocco had a significant amount of rainfall and many many cities,towns and villages were flooded, that then put a end to the country wide drought of 7 years. so it doesn't matter if floods happen in one part, if the overall country or landmass hasn't had a significant amount of rain there then it'll still be classed as a drought
