I believe this whole setup in lanterns is deliberate while the ring in the show asks if you are afraid in the comics the when the ring chooses you it says "you have the ability to overcome great fear" and I believe the show is purposely inferring that comic/show difference and through John's advanced control of the ring the difference between space cop and superhero

I think he did this for Noah because he’s curious about the limits of the yellow element. This is just the prototype and since he knows it’s possible to make it he can fully make a lantern made entirely of fear if he chooses to.
