The regime carried out a massive, state-directed campaign to completely abolish commercial sex. The treatment and approach to sex workers under Mao involved the following measures: Closure of Brothels and Arrests • Purges of Brothels: Beginning in late 1949 (starting notably in cities like Beijing and Shanghai), police and political cadres sealed hundreds of brothels, arrested brothel owners, pimps, and human traffickers, and placed severe criminal penalties—sometimes execution—on major operators. • Rounds-ups: Tens of thousands of sex workers (estimated at roughly 100,000 in Shanghai alone) were rounded up by the authorities. "Re-education" and Rehabilitation • Ideological Framing: The state framed prostitution as a symptom of a degraded social order. Officials and health workers lectured the women, telling them that they had been forced into the trade by poverty and class oppression, and that the new socialist society offered them a chance at human dignity. • Medical Treatment: Because venereal diseases (such as syphilis) were rampant among sex workers, the government subjected them to mandatory medical check-ups and treatment. • Reintegration into Labor: Rather than long-term prison sentences for the women themselves, the state placed them in re-education and training centers.
