that is crazy!!! my old house is 205 W Broadway behind the PHS. I did not have natural gas inside, but the meter behind my house, right below my kitchen windows leaked gas so much you could smell and hear it! trust me I called repeatedly and they told me it was my responsibility to hire a plumber to fix the meter! Pasadena is out of control! the cops harassing people, that water if it was a house would break a homeowner because bet your sweet ass they are gonna make you pay!
