Now sauté raisins in the same oil and remove for later.  4- Put lamb shanks back in the pressure cooker, add roughly chopped onions, garlic, whole spices and water. Pressure cook for 45 minutes or until soft and tender.  5- Wash and soak basmati rice for 20 minutes.  6- In a separate pan add 3 cups of shanks stock and soaked basmati rice.  7- Cook on medium heat until rice are done. Add shanks, carrots, raisins and cashews on top. Cover with kitchen foil and steam cook on low heat for 15 minutes.
